The Federal Service on Protection of Consumers Rights and Wellbeing in the Russian Federation.

The Federal Service on Protection of Consumers Rights and Wellbeing in the Russian Federation was established on March 9, 2004 according to a decree signed by the President of the Russian Federation.

The Federal Service is a ministerial authority that monitors through epidemiologic methods the wellbeing of the Russian population including the prevention and control of infectious diseases. One important function of the Federal Service is to implement the National Health Priority Project which runs immunization and prevention programmes for the Russian population as well as programmes for HIV/AIDS and Hepatitis diagnosis and treatment. The Federal Service on Protection of Consumers Right and Wellbeing is composed of 89 departments and 90 Centers for Hygiene and Epidemiology in the Russian Federation. In addition, the Federal Service oversees the work of 29 scientific and research institutes including the Institute of Epidemiology and the Vector Center and more than100 sanitary control institutions.

UNAIDS, the Joint United Nations Programme on HIV/AIDS

UNAIDS, the Joint United Nations Programme on HIV/AIDS, brings together the efforts and resources of ten UN system organizations to the global AIDS response to help the world prevent new HIV infections, care for the people living with HIV and mitigate the impact of the epidemic.

Cosponsors include UNHCR, UNICEF, UNDP, UNFPA, UNODC, ILO, UNESCO, WFP, WHO and the World Bank.

With its Headquarters in Geneva, the UNAIDS Secretariat works on the ground in more than 80 countries world wide. Coherent action on AIDS by the UN system at country level is coordinated through the UN Theme Group and the Joint programme on AIDS.

UNAIDS is committed to strengthening support to nationally owned and led responses towards Universal Access to comprehensive HIV prevention, treatment, care and support. One of the principles guiding UNAIDS efforts is standing by the people living with or affected by HIV.

UNAIDS helps mount and support an expanded response to the AIDS epidemic focusing on these five strategic areas including: mobilizing leadership and advocacy for effective action on the epidemic, supporting strategic information and policies to guide efforts in the AIDS response worldwide, monitoring and evaluation of the epidemic, engaging civil society and developing partnerships, and mobilizing financial, human and technical resources to support an effective response.

With its ten cosponsors UNAIDS assists in ensuring better coordination among its partners in the UN system, governments, civil society, donors, the private sector and others.

UNAIDS provides leadership for establishing the global AIDS agenda and galvanizing political commitment for a pro-active, targeted and optimally effective response at all levels that is geared to the evolution of the epidemic and that engages the efforts of diverse partners and stakeholders, including governments, civil society organizations and other key partners..

UNAIDS mobilizes increased human, technical and financial resources to help meet priority needs in the response to the epidemic at country level and maximize the effective and efficient use of available resources with the ultimate objective of achieving the Millennium Development Goal to halt and reverse the HIV/AIDS epidemic by 2015.

International AIDS Society

The International AIDS Society (IAS) is the world’s leading independent association of HIV professionals, with more than 13,000 members from 188 countries working at all levels of the global response to HIV/AIDS. The IAS is a non-profit organization founded in 1988, and acts as an independent voice in the global response to AIDS on behalf of its members. The organization’s official journal is AIDS, which has a broad, cross-disciplinary focus.

The IAS is the custodian and lead organizer of the biennial International AIDS Conference, the paramount gathering of all disciplines in HIV/AIDS. These prestigious conferences provide a unique forum for the interaction of science, community and leadership, with the goal of sharing the latest research findings, best practices and lessons learned in order to accelerate global action on AIDS. The XVIII International AIDS Conference will be held in Vienna, Austria on 18-23 July 2010.


Global Fund

“The Global Fund is a unique global public/private partnership dedicated to attracting and disbursing additional resources to prevent and treat HIV/AIDS, tuberculosis and malaria. This partnership between governments, civil society, the private sector and affected communities represents a new approach to international health financing. The Global Fund works in close collaboration with other bilateral and multilateral organizations to supplement existing efforts dealing with the three diseases.
As of March 2009, Global Fund-supported programs are estimated to have averted more than 3.5 million deaths by providing AIDS treatment for 2 million people, anti-tuberculosis treatment for 4.6 million people, and by distributing 70 million insecticide-treated bed nets for the prevention of malaria worldwide.
The Global Fund has so far approved funding in 140 countries worth US$ 15 billion.
In Eastern Europe and Central Asia, the Global Fund is now the largest international donor for HIV: 21 countries are implementing 34 HIV grants totaling to $US 960 million, of which $US 560 million have been disbursed by the end of March 2009. These grants are reaching millions of young people with education, counseling and testing and provide essential prevention and treatment services for vulnerable populations” .
